Senate Okays Emergency Rule Extension In 3 States

The Senate yesterday unanimously approved President Goodluck Jonathan’s request for a six-month extension of the state of emergency in Adamawa, Borno and Yobe states.

The Senate also issued sweeping summons to the service chiefs and to the minister of foreign affairs, Prof. Viola Onwuliri, to appear before the Senate (in secret) to explain the impact of the state of emergency on the affected states.

These were fallouts of the executive closed-door session convened by the Senate to deliberate on President Jonathan’s request on the extension of the state of emergency declared on May 14.

Leading the debate on the motion entitled “Extension of State of Emergency in Adamawa, Borno and Yobe” sponsored by Senator Victor Ndoma-Egba, the Senate leader recalled that, on Tuesday, May 21, 2013, the Senate passed a resolution by which President Jonathan declared a state of emergency in order to curb militant insurgency and restore peace to Adamawa, Borno and Yobe states.

Ndoma-Egba noted that though commendable progress has been recorded in the three states, more time is required to restore full and lasting peace to the three states. “Consequently, in compliance with section 305(6c) of the 1999 Constitution of the Federal Republic of Nigeria (as amended),” he said, “a proclamation issued by the President under this section shall cease to have effect after a period of six months has elapsed since it has been in force, provided that the National Assembly may before the expiration of six months as aforesaid extend the period for the proclamation of the state of emergency to remain in force from time to time, for a further period of six months by a resolution passed in like manner.”

Addressing Senate correspondents after Thursday’s plenary, Senator Ahmed Zannah (Borno, PDP) stated that though he had reservations about the extension of the state of emergency, he was left with no alternative but to support it. He said the military should review their strategies in the fight against the insurgents.
